Job Description

As a Senior Quantity Surveyor / Project Manager, you will take full ownership of both commercial and operational aspects of projects, from tender stage through to final delivery. This role requires a hands-on leader capable of navigating logistical constraints, managing procurement-particularly imports-and ensuring cost efficiency across all project phases.

  • Lead the full commercial lifecycle of projects, including tendering, cost control, and final account settlement
  • Develop and manage detailed cost plans aligned with budgets and margin targets
  • Drive value engineering initiatives to optimize project costs without compromising quality
  • Prepare, submit, and negotiate interim valuations, variations, and final accounts
  • Establish robust cost control and reporting systems, including real-time budget tracking
  • Identify and mitigate financial and commercial risks to ensure project profitability
  • Optimize cash flow through timely invoicing and certification processes
  • Develop and manage integrated project programmes, including procurement and sequencing



Project & Site Management

  • Oversee project execution to ensure timely delivery and adherence to quality and contractual requirements
  • Chair project and site meetings, ensuring clear communication and follow-through
  • Monitor site performance, productivity, and resource utilization
  • Resolve technical, logistical, and coordination challenges in real time



Procurement & Supply Chain

  • Lead procurement strategies, particularly for imported materials and specialist packages
  • Manage supplier selection based on cost, compliance, and reliability
  • Oversee the entire procurement cycle: RFQs, negotiations, awards, and delivery tracking
  • Mitigate risks related to long lead times and supply chain constraints



Contract Administration

  • Administer contracts under FIDIC or equivalent frameworks
  • Manage contractual documentation and correspondence
  • Identify and substantiate claims, including extensions of time (EOT) and cost claims
  • Lead negotiations with clients and consultants on variations and disputes



Reporting & Stakeholder Management

  • Produce monthly financial reports, including cost analysis and cash flow forecasts
  • Advise senior management on financial performance, risks, and cost-saving opportunities
  • Manage client relationships through proactive communication and reporting
  • Coordinate with local authorities for permits, inspections, and compliance

The Successful Applicant

  • Degree in Quantity Surveying, Construction Management, or related discipline
  • Professional qualification such as MRICS or MCIOB preferred
  • Strong experience in civil engineering and building technology projects
  • Proven ability to manage projects end-to-end in challenging environments
  • Solid knowledge of construction, contract law, and cost control principles
  • Experience working with procurement and supply chain constraints
  • Strong leadership, negotiation, and analytical skills
  • Ability to operate both strategically and hands-on across site and office functions
